He was a very popular man who was quite tall and wellbuilt. His voice was deep and he had kind manners to impress people. He always dressed up smartly from shoes to hat.
A waterclerk doesn’t need to take an exam under the sun but he must have the ability to demonstrate it. It is a part of his job to race under sail, steam and oar against other waterclerks for ships about to anchor.
